Survey Manual Versions on the Net. These vary from complete versions scanned from the document, (and thus large file sizes) to text conversions which are more searchable, but may not accurately reflect graphic elements of the manual such as maps, diagrams, tables, formulas, etc.
The current Manual has been out of print from the U.S. Government Printing office for some time. However third parties have reprinted versions. Other vendors also have stock, probably from one of these first two sources.
